Election for Ansgar Radermacher as Committer on Eclipse Safety Framework

Ansgar has adapted ESF to current Eclipse and Papyrus version. The latter includes the creation of Papyrus element type definitions and an architecture file.
Ongoing modifications include to avoid copies which assures that the analysis remains synchronized with the model evolution.
Detailed modifications
- Change headers of Java files (and in template)
- Replace contents of about.html with EPLv2
- Update license in feature.properties
- Update license.html
- Update to tycho 1.3.0
- Remove definitions from safety concepts profile (not required in case of static profile with a .ecore)
- Apply safety concepts profile before applying SafetyArtefacts stereotype
- Fix line endings (CR to LF, missing EOL after last line for .xwt/.ctx)
