Election for Tobias Falkenstein as Project Lead on Eclipse Cloe™

Tobias Falkenstein is strongly involved in shaping and developing the Eclipse Cloe project.

The preceding references of commits and pull-requests are limited to those
that have occurred since the open-sourcing of Cloe. He was however also
strongly involved before Cloe was open-sourced.

In particular:
- Bringing OSI support to Cloe, especially in VTD
- Supporting the introduction of Conan
- Rewriting the noisy sensor

For these reasons and the long-term outlook for his involvement on the
team, it is my pleasure to nominate Tobias as co-lead on Eclipse Cloe.
