Eclipse Common Build Infrastructure macOS Notarization Service 1.1.0

This is the very first release of this component. 1.0.0 has never been official released, but has stayed in 1.0.0-SNAPSHOT for a long time until we did a big upgrade jump on the main dependency (https://github.com/eclipse-cbi/macos-notarization-service/commit/96dfdb841c5940a402b3696e4a29ec136644443c). It then did make sense to upgrade component version, even though 1.0.0 was never released.
