p2 repositories containing the definition of those packages are available at https://download.eclipse.org/technology/epp/packages/
EPP p2 repository is usually linked from SimRel p2 repository, so https://download.eclipse.org/releases does reference the EPP packages.
Similarly, some selected EPP packages are made available via the main IDE download page: https://www.eclipse.org/downloads/packages/
Additionally, the EPP packages are available via the installer https://www.eclipse.org/downloads/packages/installer
