Election for Raphael Weber as Committer on Eclipse APP4MC

Raphael Weber is contributing to Eclipse APP4MC since July 2019 and has already made an impact on the project.

He has addressed several issues regarding the AMALTHEA model and the corresponding documentation.
Additionally he implemented the following components of APP4MC:
- specific model validations (required for simulation in the Timing Architects Toolsuite)
- Amalthea Trace Database (ATDB) - a SQLite based storage of event trace data
- MetricsViewer - a table representation of metrics extracted from an event trace

For these reasons and the long-term outlook for his involvement on the team,
it is my pleasure to nominate Raphael Weber as a committer on Eclipse APP4MC.
