Election for Darran Lofthouse as Committer on Jakarta Authorization

It's my pleasure to nominate Darran as committer to the Jakarta Authorization project. Darran is responsible for many matters relating security APIs at JBoss/Red Hat and has firsthand experience with the Jakarta Authorization API, which, being the low level API intended for mostly vendors, is what few people have. Darran would be an invaluable asset to the project.

(p.s. the nomination text is nearly a duplicate from that of the Jakarta Authentication project, which is perhaps an indication the governance of these projects should perhaps be united)
