Election for Stoyan Lachev as Committer on Eclipse Leda

Stoyan recently started as a full time employee on the Eclipse Leda team and has already made an impact on the project.

They have addressed the following bugs:
- Configuration and fixing bootloader configuration (grub)
- General improvements in the metalayer
- Implementing deployment manifests for the Kubernetes services
- Integration of the Self Update Agent into the quickstart image

For these reasons and the long-term outlook for their involvement on the
team, it is my pleasure to nominate Stoyan Lachev as a committer on Eclipse Leda.
