Election for Alexander Wollbrink as Committer on Eclipse AASX Package Explorer and Server

It is my pleasure to nominate Alexander Wollbrink as a committer on Eclipse AASX Package Explorer (*aaspe*).

Alexander is supporting the *aaspe* team in the field of deployment and devops,
as well as working his way into the codebase in anticipation of becoming one of the major code contributors.
He is responsible, on top of various functionality upgrades, for building ci/cd pipelines and ensuring the coverage of test releases.
Alexander is regularly contributing to [admin-shell-io/aasx-package-explorer](https://github.com/admin-shell-io/aasx-package-explorer),
the *aaspe* origin repository which will be migrated onto [eclipse-aaspe/aaspe](https://github.com/eclipse-aaspe/aaspe),
as well as the sister software of *aaspe*, the AasxServer.

Alexanders work is crucial to ensure smooth deployment and release during the migration phase and the further development beyond it.
