- Fixed a bug in the new code-base where the package name for an inserted snippet was not being substituted correctly due to the use of an old style variable substitution value in the Jakarta snippet json files -- updated to use the spec defined substitution variable.

- Fixed a bug in the new code-base where the package name for an inserted snippet was not being substituted correctly upon insertion into a java part being edited in VS Code. Added missing method message definition to the JakartaDelegateCommandHandlerForJava.
