Election for Kyle Aure as Committer on Jakarta JSON Binding

Kyle Aure has contributed all 3 of the PRs merged to Jakarta JSON Binding this year. Kyle is a valuable contributor to a variety of Jakarta EE projects in addition to this one. He has a thorough understanding of Jakarta EE TCKs and specification release process, and also has an in-progress PR for modernizing the JSON Binding TCK (https://github.com/jakartaee/jsonb-api/pull/379). Kyle is starting to work on getting a Milestone 1 created for the JSON Binding spec. Kyle has also contributed various PRs to the Yasson implementation.
