Election for Todor Boev as Committer on Eclipse Equinox

I would like to nominate Todor Boev as a committer. He is the one that solely implemented OSGi capabilities support in p2 including being really helpful in adjusting SimRel, PDE and integrating and exposing usage of them in Tycho.
