Election for Mark Thomas as Project Lead on Jakarta Servlet

The existing co-leads of the project (Greg Wilkins & Stuart Douglas) feel that the project processes would be improved by having a third co-load. I propose Mark Thomas for that role. He has a long history as a committer to Apache Tomcat and has contributed significant effort, insight and review to the servlet-api specification over that time. He is currently an active committer on the servlet-api project.
