Election for Grigory Pomadchin as Committer on LocationTech RasterFrames™

Grigory Pomadchin recently added Buffered Tiles, Focal Operations, and a STAC API Datasource to LocationTech RasterFrames™ team and has already made an impact on the project. He as also been quite active on our Gitter channel helping new users out.
