Election for Benson Ning as Committer on Eclipse LSP4Jakarta, the Language Server for Jakarta EE

Benson Ning (https://www.eclipse.org/user/bmisingnamei5w) recently started contributing to the Eclipse LSP4Jakarta, the Language Server for Jakarta EE team and has already made an impact on the project.

Benson has addressed the following bugs:
- Getting an exception when showing code completion in Eclipse (https://github.com/eclipse/lsp4jakarta/issues/343)
- Fix inconsistent variable names in snippet JSON files (https://github.com/eclipse/lsp4jakarta/issues/339)
- Enable windows build option for GH workflow (https://github.com/eclipse/lsp4jakarta/issues/311)
