Stephanie will be helping with updates to the handbook. But, before we let her actually commit anything, I'll make her do some contributions using the regular process.

In the meantime, however, I need to test this new committer election/paperwork process against the live system and nominating Stephanie to the project seems like a really obvious way to do that.
