Election for Frank Schnicke as Committer on Eclipse BaSyx

Hi all,

I'd like to nominate Frank as a new committer for the project. Frank is one of our most prolific contributors, and most likely among the top 5 of people with the best overview over the BaSyx project. He is also deeply involved in maintaining the Continuous Integration Environment of BaSyx, which turned out to be a tedious endeavor without Committer privileges, as certain CI-related changes just can't be implemented that way. By making him a committer he can implement these changes himself without having to instruct a committer what to do.
