Election for Reto Schneider as Committer on Eclipse Wakaama

Reto Schneider is one of the contributor who makes the Wakaama revival possible. [1]

He contributes a lot to enhance the build system, tooling and so getting Wakaama in a good shape and pleasant to work on.
