Election for Petr Aubrecht as Committer on Jakarta Concurrency

Petr recently started contributing to the Jakarta Concurrency™ team and is implementing Concurrency within Payara and for GlassFish.

Petr has made a number of TCK challenges and has created a number of fixes.
