Election for Thomas Neidhart as Project Lead on Eclipse Open VSX

Thomas has been with the project for only a few months, but has shown incredible leadership in that time. He is a top contributor, having authored 85% of the commits added to the repository over the past three months.

He has also been working very actively with the community. In PR 1529, he worked with three other contributors to implement a security check framework, and in PR 1603 he helped a student evolve a contribution which he subsequently merged.
