Election for Neha Burnwal as Committer on Eclipse PDE

In the past year Neha contributed constantly to PDE by improving Editors, adding quick-fixes and fixing bugs.

All these enhancements noticeably improved PDE and she already made an impact on the project. Furthermore she was responsive to feedback from reviews and intends to contribute more.
