Election for Jens Reinecke as Committer on Eclipse CDT Cloud

Jens has made an impact on the project. He has been contributing to three of the extensions in the Eclipse CDT Cloud project, the debug adapter, peripheral inspector and memory inspector. In addition Jens has made a significant contribution by completing in depth reviews, handling releng and working with the community.

In addition to the above direct PRs and issues, Jens has made a significant contribution by reviewing code and participating in the monthly development calls as he learns the Eclipse Development processes and the Eclipse CDT Cloud project expectations.

Jens' work on releng has been invaluable, and handling releng as a non-committer is extra tricky as it requires coordination and working closely with active committers to facilitate the process. For example, Jens cannot directly create releases on GitHub, so has coordinated with a committer to do all the steps (see https://github.com/eclipse-cdt-cloud/vscode-peripheral-inspector/pull/48 for an example). Adding Jens as a committer will also help the whole project.
