Jakarta EE Platform Managed Beans 2.0

The full description can be found in the Jakarta EE 9 Release Plan.  The main update for Managed Beans 2.0 is to make the necessary jakarta namespace updates to the Specification.  The API, TCK, and CI are all covered by other efforts.
