Election for Paul Nicolucci as Project Lead on Jakarta Standard Tag Library

Paul has been the main contributor to JSTL for the Jakarta EE 9 relaese (https://projects.eclipse.org/projects/ee4j.jstl/who). Paul leads our overall Web Container activity for Open Liberty, so he is verse with all of the related technologies (JSP, JSF, EL). He also reached out to me asking how to become the lead of this project (since the current lead is no longer active with the project and has left Oracle). So, his experience, interest, and willingness to step into this role sufficiently qualify Paul for this role.
