Election for Brice Ruppen as Committer on Eclipse Keypop®

Brice Ruppen is the dev-ops expert who set up the Jenkins CI for the Keyple project. We need now his support for the CI of Keypop.
Some Jenkins settings require to be managed by a committer of the project.
