Election for Achim Kraus as Committer on Eclipse tinydtls

Achim Kraus has actively contributed to the Eclipse tinydtls project and has already made an impact on the project. As a member of the Eclipse Californium team, he already has long-standing experience with the Eclipse IoT effort.

So, they have contributed 24 pull requests [1] and commented on 19 issues [2].
