Eclipse Biscuit biscuit v3.3 tooling

Following the release of biscuit-rust 6.0.0, I plan on releasing:

• biscuit-cli 0.6.0 (CLI tool for inspecting and creating biscuit tokens)
• biscuit-component-wasm 0.6.0 and biscuit-web-components 0.7.0 (in-browser tooling for inspecting and creating biscuit tokens)
• biscuit-actix-middleware 0.3.0 (authz middleware for protecting actix apps with biscuit tokens)
