Election for Ronja Quensel as Committer on Eclipse Dataspace Components

Ronja Quensel (https://projects.eclipse.org/user/16039) recently started major contribution within the Eclipse Dataspace Connector team and has already made an impact on the project.

She has addressed and contribute the following features of the EDC:
- Contract negotiation process
- Contract definition store and contract offer descriptions
- IDS-Connector launcher
- Command queue for negotiation managers
- Control API: negotiation states
- IDS multipart message communication
- Self-descriptions

She has also supported the demonstration capabilities due to contributions fixing samples and documentation as well as actively supporting hackathon and other dissemination events.

For these reasons and the long-term outlook for their involvement on the core team, it is my pleasure to nominate Ronja Quensel as a committer on Eclipse Dataspace Connector.
