Election for Simon Skoczylas as Project Lead on Eclipse MDM|BL

Simon is an active committer and knows the project very well.
He is active in the feature development, is doing high qualtiy code reviews, is caring about our CI jobs and
is active in creating and fixing bugs.
He understands the Eclipse Dev Process deeply and it is a pleasure working with him.

For these reasons and the long-term outlook for their involvement on the
team, it is my pleasure to nominate Simon as a project lead on Eclipse MDM|BL.
