With this release, STEM is updated to be fully compatible with e4. The build process for STEM also moves to Eclipse CI servers.

We would like to schedule a release review for STEM v4.0.0
This is a major release that updates STEM to be fully e4 compatible. The STEM build is also moving to a build server at Eclipse.org
