Election for Smruti Prakash Sahoo as Committer on Eclipse SW360

Smruti has contributed to sw360 since almost 9 months and got very familiar both with the project technologies and the codebase. In addtion, Smruit has attended apparently all of the bi-weekly public project telcos that I have attended.
