Eclipse Steady 3.2 Release Review

This is the first official release after joining the Eclipse Foundation, thereby following Eclipse's release process.

Accordingly, all Java source code has been moved to package "org.eclipse.steady", all Maven artifacts have the group identifier "org.eclipse.steady", and the prefix of Maven plugin goals has been changed to "steady". A documentation of the various analysis goals and how to invoke them can be found here.

The renaming of Maven artifacts make that existing users of Steady's client-side components (CLI, Maven plugin, Gradle plugin) cannot just update the version identifier, but also need to change the groupId from " " to "org.eclipse.steady".

Besides supporting Java 11, there are no new features compared to the latest version 3.1.15, and the API of the server-side components remains identical.
