Election for Matthias Killat as Committer on Eclipse iceoryx

Matthias contributed with many commits and reviews to the iceoryx project. Indeed he was one of the most active reviewers of pull requests in the last months (e.g.https://github.com/eclipse/iceoryx/pull/189). With the multi-producer-multi-consumer queue (https://github.com/eclipse/iceoryx/issues/80, https://github.com/eclipse/iceoryx/blob/master/iceoryx_utils/include/ic…) he contributed an important building block for the iceoryx project that has a strong focus on high-performance lock-free code. With his knowledge and passion around the lock-free topic he is a perfect candidate for not only reviewing but also approving the multi-threading code being written in the project. He already plans to further increase the functionality of his lock-free queue to meet the project requirements (https://github.com/eclipse/iceoryx/issues/216)
