Election for Gert-Jan van den Braak as Committer on Eclipse TRACE4CPS

Gert-Jan has made an impact on the project.

He has addressed the following bugs:
- Add option to enable/disable the scaling of measurements to different units (!52, #70)
- Check and correct for measurement annotation placed outside of plot area (!50, #67, #68)
- Add option to delete measurements (!49, #29, #36)
- Add TimeSeries to ETF format (!42, #59)
- Fix divide-by-zero error when converting value to corresponding position in plot (!41, #39)

He has also worked on the integration of Trace4CPS in the LSAT project (https://projects.eclipse.org/projects/technology.lsat).
