Election for Federico Bozzini as Committer on Eclipse Theia

Federico has used Theia for the past 2 years, working as a full-time employee at Arm. He works as an effective part of the Eclipse Theia team and has made a notable impact on the project with his commits.

Federico has fixed bugs and improved quality in the following areas:
- file watching
- file management
- git support
- various race condition fixes
