Eclipse JDT LS 1.24.0

The following are the main new features a part of this release :

- No need to run the reconcile operation in a workspace job.

- Avoid blocking the pipeline while handling refreshLocal during document lifecycle events.

- Avoid running document lifecycle in a workspace runnable unless it is necessary.

- Add option to lazily resolve the text edits.

- Add support for proper array completions.
