Election for Séraphin Costa as Committer on Eclipse Papyrus

Séraphin Costa contributes to the Eclipse Papyrus™ team and has already made an impact on the project.
He is working on the Papyrus-Desktop 2025-06 release and has provided a set of contributions.
He is also working on Papyrus components to ensure their simultaneous release with Papyrus.
