Election for Jürgen Albert as Project Lead on OSGi® Technology Project

Jürgen was recently elected a committer to the OSGi Technology Project and is a long time contributor and committer in the OSGi Specification
Project. With the planned project lead retirements of BJ Hargrave and Ray Augé, Jürgen and Mark Hoffman have graciously stepped up
to fill the project leader ship role. It is therefore my pleasure
to nominate Jürgen Albert as a project lead for the OSGi Technology Project.
