Election for Mark Hoffmann as Project Lead on OSGi® Technology Project

Mark was recently elected a committer to the OSGi Technology Project and is a long time contributor and committer in the OSGi Specification
Project. With the planned project lead retirements of BJ Hargrave and Ray Augé, Mark and Jürgen Albert have graciously stepped up
to fill the project leader ship role. It is therefore my pleasure
to nominate Mark Hoffman as a project lead for the OSGi Technology Project.
