Election for Christoph Laeubrich as Committer on Eclipse Tycho

Christoph started contributing to Tycho a few weeks ago mainly to improve the pomless build support. He's been actively discussing issues and solutions on Bugzilla, did submit good fixes with respect of Tycho quality standards and making sure new features are well tested, has been efficient collaborating on GitHub, and helping others on other project channels.
For these reasons, I think Christoph deserves to be made a committer on Tycho, and that having him a committer can be a good thing for the project sustainability.
