Eclipse Californium (Cf) CoAP Framework 3.11.0

The minor release 3.11.0 comes with fix for the API break in the observable CoapResource in 3.6, a small fix for OSCORE and an improvement in the DTLS cookie generation to better support aborting the handshake with an DTLS 1.3 client.

It is also the first release without using a jdk 7 via the toolchain plugin and using the -release option instead.
