Eclipse Californium (Cf) CoAP Framework 3.2.0

Minor release.

Includes the logback update to 1.2.9 and the extended DtlsConnectorConfig to pass-in a custom SessionListener. The maximum size for the "record size limit" extension is corrected to 16k.

Some basic documentation is added to the readmes of scandium and californium-core.
