This is a service release whose main objective is to ensure compatibility with Eclipse 2023-12.
The most significant change comared to version 1.16.1 is the move from Apache Batik 1.16 to Apache Batik 1.17 (the latest upstream release at the moment).
Note that the oldest Eclipse version supported in this version is Eclipse 2022-09 (the first one which required Java 17 to run).
