Henning has a long contribution history with more than 100 merged PRs so far (https://github.com/eclipse/smarthome/pulls?utf8=%E2%9C%93&q=is%3Apr+is%…+) and he is actively engaged in community discussions (https://www.eclipse.org/forums/index.php/sp/216569/).
He is the main person maintaining the Paper UI and he brings excellent expertise for all Javascript related issues.
With his latest work on UoM (https://github.com/eclipse/smarthome/pull/4818/files), he proved to be familiar with many different parts of the framework and that he clearly has the "global picture" of the project.
He also showed his commitment for the project by volunteering as a mentor for GSoC and he succeeded in attracting interested students.
