Project
Following this review, we will create a new "EMF Services" project that contains all of the resources from the EMF Query, Transaction, and Validation projects. Those projects will be terminated. As part of this change, we will add new committers.
While we will be creating a new project, we're creating it entirely from existing sources and preserving existing scope and so no proposal is necessary. This change is entirely structural.
